Clifford R. Kramer

Cliff was born in Bonners Ferry, Idaho and is the middle of five children, growing up with three brothers and one sister. He was raised on a farm—though far from an ordinary one—and credits his upbringing with instilling in him strong values of hard work, responsibility, and service to others. His father was a contractor, and his mother a school teacher whose lifelong love for children and animals left a lasting influence on the family.
At a young age, Cliff’s parents acquired a 400-acre property featuring a private lake, where they established a private game farm. This endeavor was granted the first game farm permit issued by the State of Idaho. Growing up on this property, Cliff was actively involved in the care and management of numerous wildlife species, including black bears, mountain lions, badgers, and others. These formative experiences fostered a deep respect for nature, discipline, and stewardship.
Cliff attended high school in Bonners Ferry and later enrolled in college in North Idaho, where he studied Civil Engineering. Determined that the profession would limit opportunities for outdoor and hands-on work, he chose instead to pursue a career in construction, following in his father’s footsteps. He founded his own construction company and furthered his education through coursework in Business Law, Real Estate, and Construction Management. While he continues to operate a scaled-back version of his construction business, his primary focus is a successful resort operation in northern Idaho near the Canadian border, which he established approximately 25 years ago, along with various real estate ventures.
His broad range of training and interests includes becoming a licensed scuba diver, Advanced Emergency Medical Technician, commercial helicopter pilot, and fixed-wing pilot. These skills enabled him to serve both professionally and as a volunteer. Along with his brother, who served as Bonners Ferry Chief of Police, and a close friend from the Idaho State Police, Cliff helped establish Boundary Dive Rescue, which later became Boundary Search and Dive Rescue. He devoted many years to volunteer service with Boundary Volunteer Ambulance and search-and-rescue missions, contributing on foot, by helicopter, and through airplane support. He also volunteered with Angel Flight, assisting missions over the Canadian Rockies.

Cliff has been married for over 45 years and is the father of four children—three sons and one daughter. He considers himself exceptionally fortunate, reflecting that his parents were his closest friends while he was growing up, and he values his relationship with his children in the same way. Family remains central to his life and principles as his children are his best friends.
